If the third bar isn't visible, click the little pyramid/arrow on the left and it should appear. If you cannot see any toolbars at all, you may need to use a different browser or enable Java in your browser, using Tools/Options.

 

Find the "Attach image" icon (a little mountain with sky and grass on the bottom row of the toolbar). Click the icon for a popup form to let you insert the picture. If the form isn't popping up, you will need to change your popup settings to allow the popup. If the picture is downloaded on your computer somewhere, you can browse for it after you've clicked on the icon. Then fill in all the fields in the popup form. Width and height are not essential but make the picture load more nicely. Don't put anything in the target URL. I often specify a border of "1." Fill in a description of the picture, then hit
